Art and legislation: a parliamentary study day on artists’ rights

    The Assembly of the Representatives of the People is holding, this Monday, December 15, 2025, a study day devoted to the draft law on the artist and artistic professions, at the Radhia Haddad Hall.
    This initiative is part of the examination of Draft Law No. 055/2023, which aims to establish a legal framework for the artistic sector in Tunisia.

    A bill to strengthen the legislative framework for the artistic sector

    According to the explanatory memorandum, the draft law falls within a broader effort to strengthen the legislative system governing artistic activity, through the recognition of the noble mission of the artist and the importance of the role entrusted to artists in the development of cultural, social, and economic life, as well as in enhancing the country’s civilizational standing and cultural influence.

    The text also stresses the need to provide artists with appropriate legal frameworks, capable of organizing artistic professions in a manner consistent with the specific nature of cultural practices and responsive to the evolving dynamics of artistic fields, while helping to reinforce the rights of those working in the sector.

    The draft law further seeks to clearly define the legal status of the artist, ensuring them the place they deserve within society, safeguarding their rights, and defining their duties, in recognition of the important roles they play in advancing cultural, social, and economic life.

    Regulating artistic professions and supporting creativity

    The bill also aims to regulate artistic professions by providing practitioners with a clear legal status governing their fields of activity, ensuring proper attention to their material, professional, and social conditions, and strengthening the right to creative expression.

    According to the same source, this approach is expected to contribute to the promotion of literary and artistic production and to the overall development of the cultural sector nationwide.
