China: Global strategy for inclusive global development and ambitious internal transformation

China, as a rising global power, has executed a bold five-year strategy aimed at boosting its international relations and undertaking important domestic reforms. This plan includes 60 distinct measures designed to elevate the country in terms of economic development, international cooperation, technological innovation, and social reforms. Africa, viewed as a fundamental strategic partner, holds a central role in this vision. This program echoes China’s commitment to expanding its global engagement while consolidating its internal development.

 

A desire for internal reform for sustainable development

China’s strategic plan highlights critical internal reforms, aimed at modernizing the country’s economy and improving the quality of life of its citizens. Among the priorities is the warfare against corruption, which remains a primary challenge to the credibility of Chinese institutions. The government intends to intensify supervision mechanisms, strengthen the transparency of decision-making processes, and introduce stricter measures to prevent abuse of power.

In economic matters, China plans to further open its market to foreign investors, while promoting local innovation. Beijing is dedicated to simplifying administrative procedures to attract more investment, reducing tariff barriers, and creating a more favourable business environment for international companies. This opening is vital to maintain China’s competitiveness on the world stage, particularly in the sectors of new technologies and renewable energies.

At the same time, China intends to improve the living conditions of its citizens by reforming the health, education and social security systems. For example, initiatives are planned to reduce inequalities in access to health care and to modernize the education system, with a particular focus on science and technology teaching.

Axis 1: Economic development focused on international cooperation
Economic development remains at the core of Chinese strategy. China seeks to strengthen its trade on a global scale by signing new free trade deals, especially with the countries of Southeast Asia within the framework of ASEAN, and with the emerging economies of America Latin. These agreements aim to boost bilateral trade and diversify export markets for Chinese products.

It is necessary to build transaction centres for essential primary products and international centres for the collection and distribution of goods, to encourage players of different types to methodically set up logistics facilities abroad and to promote regions where the needed conditions are met to build international logistics hubs and allocation centers for essential primary products. The trade risk prevention and control mechanism, the export control system, as well as the trade remedy system, will be enhanced.
Initiatives are also scheduled to strengthen the renewable energy sector, particularly solar and wind energy. China is committed to increasing the share of clean energy in its energy mix while exporting its technological expertise in this area through partnerships with other countries.

Axis 2: Strengthening cultural and educational exchanges for better mutual understanding
China recognizes the significance of cultural and educational exchanges in building strong international ties. In this context, it plans to intensify the promotion of Chinese language and culture throughout the world. The network of Confucius Institutes will be extended, to welcome more foreign students and train a new generation of leaders with an in-depth understanding of Chinese culture.

At the same time, China will grow the number of scholarships presented to students from developing countries, especially in Africa and Asia. These scholarships seek to reinforce ties between China and these regions by allowing young talents to train in Chinese universities, consequently contributing to the development of skills in their countries of origin.

Cultural initiatives such as film festivals, art exhibitions, and academic exchanges will furthermore be set up to promote China’s image internationally. These efforts aim not only to improve the perception of China around the globe but also to draw more tourists, thereby supporting the tourism sector which is a pillar of the Chinese economy.

Axis 3: Security Cooperation for a More Stable World

China recognizes the importance of international security and promises to play a more active role in promoting global peace. To accomplish this, it plans to strengthen cooperation with other countries in fighting transnational threats such as terrorism, cybercrime, and drug trafficking. China will improve information exchanges, conduct joint military exercises, and support peacekeeping efforts in conflict zones.

Within international organizations, particularly the United Nations, China aims to increase its contribution to peacekeeping missions and actively partake in discussions on nuclear disarmament and the non-proliferation of weapons of mass destruction. In doing so, Beijing is positioning itself as a global leader in promoting international security and stability.

Africa Chapter: A strategic partnership for a common future
Africa occupies a central place in Chinese strategy, reflecting the increasing importance of the continent for Beijing’s economic and geopolitical ambitions. China sees Africa as a strategic partner for the implementation of large-scale infrastructure projects, deepening trade ties, and security cooperation.

 

Axis 4: Massive investments in infrastructure for sustainable development
China has identified infrastructure as a critical area for Africa’s development. Beijing plans to launch significant infrastructure projects, including roads, bridges, railways, airports, and power plants, to modernize the continent and facilitate its integration into the global economy.

For example, transnational railway projects are being considered to connect prominent African cities, thereby easing intra-African trade and trade with other regions of the world. These projects are part of the Belt and Road Initiative (BRI), which aims to create a global infrastructure network linking China to its trading partners.

China likewise plans to support the construction of special economic zones in Africa, providing local and foreign companies with favourable conditions to invest and expand their businesses. These zones will be equipped with modern infrastructure, easier access to funding, and advantageous tax conditions, thus creating jobs and stimulating economic growth on the continent.

Axis 5: Strengthening commercial and economic relations
Trade is another pillar of China-Africa cooperation. China is devoted to strengthening trade with African countries by facilitating access for African products to the Chinese market. Beijing plans to further open its market to African agricultural goods and support the development of the manufacturing industry on the continent.

Specific initiatives are envisaged for the transfer of technology and the training of African executives, to allow local companies to increase their skills and become more competitive on a global scale. These efforts aim to create a win-win partnership, where both parties profit from the economic opportunities created by closer cooperation.

Axis 6: Security cooperation for a more stable Africa
Security is furthermore a key area of ​​cooperation between China and Africa. China intends to strengthen its support to African countries in their fight against security threats, including terrorism, maritime piracy, and armed conflicts. Beijing already offers help in the form of training African security forces, providing military equipment, and participating in peacekeeping missions.

China also intends to strengthen collaboration with the African Union and other regional organizations to promote peace and stability on the continent. These initiatives aim to create a safer environment, conducive to economic development and improving the living conditions of African populations.

Towards a shared future between China and the world
China’s strategic plan for the next five years shows Beijing’s ambition to play a central role on the international stage while implementing significant internal reforms.

By placing Africa at the core of its priorities, strengthening international cooperation, and concentrating on increased openness to the world, China is positioning itself as a key player in the future world order. This ambitious program is a clear demonstration of China’s desire to contribute to inclusive global development while consolidating its internal transformation.
