Citizen budget 2025: The real prices of subsidized fuel and basic goods

The Ministry of Finance has published a simplified version of the Citizen Budget for the year 2025. This document highlights the social role of the State, particularly through subsidies, which are considered a key pillar in preserving citizens’ purchasing power.

According to the data released by the Ministry, the State has allocated 11,593 million dinars to subsidy expenditures in 2025. This amount represents 19.4% of the national budget and 6.3% of the Gross Domestic Product (GDP). These subsidies are distributed across three main areas: transport (5.9%), fuel (61.3%), and basic foodstuffs (32.8%).

Fuel Subsidies: 7,112 Million Dinars

  • Gasoline: 427 million dinars, equivalent to a subsidy of 504 millimes per liter.
  • Gas canisters: 1,067 million dinars, or a subsidy of 28 dinars per canister.
  • Other products and arrears: 355 million dinars.
  • Diesel: 1,351 million dinars, corresponding to a subsidy of 674 millimes per liter of diesel 50 and 649 millimes per liter of regular diesel.
  • Electricity and gas: 3,912 million dinars.

Prices including subsidies:

  • Gasoline: 2.525 dinars + 504 millimes
  • Gas canister: 8.500 dinars + 28 dinars per canister
  • Diesel: 2.205 dinars + 674 millimes

Note: These figures were calculated based on an average Brent crude oil price of 77.4 US dollars per barrel and an exchange rate of 3.1 dinars to the dollar.

Basic Goods: 3,801 Million Dinars

  • Round bread (khobza): 250 millimes + 465 millimes subsidy per loaf
  • Small baguettes: 190 millimes + 234 millimes subsidy
  • Flour (per kg): 700 millimes + 432 millimes subsidy
  • Milk (per pack): 1.350 dinars + 410 millimes subsidy
  • Vegetable oil (per liter): 900 millimes + 3.078 dinars subsidy
  • Couscous (per kg): 795 millimes + 1.945 dinars subsidy
  • Pasta (per kg): 805 millimes + 1.937 dinars subsidy

These amounts were determined based on an average soft wheat price of 281 US dollars per ton and an exchange rate of 3.1 dinars to the dollar.
