Combating Money Laundering and Terrorism Financing: Libya Prepares for a Third Evaluation Phase

The headquarters of the Central Bank of Libya hosted, on September 3, the third regular meeting of the National Committee for Combating Money Laundering and the Financing of Terrorism. The session was chaired by Naji Mohamed Issa, Governor of the Central Bank and Chairman of the National Committee, in the presence of representatives from the relevant national institutions and bodies.

Discussions focused on monitoring the implementation of decisions and initiatives adopted during previous meetings. Participants also reviewed the questionnaire related to the periodic update model, as part of preparations for the mutual evaluation process. Another item on the agenda was the timetable for the third phase of the evaluation to which Libya will be subjected by the Middle East and North Africa Financial Action Task Force (MENAFATF).

    Toward New National Legislation

Committee members also examined the latest developments concerning the adoption of the draft law on combating money laundering and the financing of terrorism, which is currently under review by the legislative authority. This bill is considered a cornerstone for strengthening Libya’s compliance with international standards and represents a crucial step in the country’s evaluation process.

The Central Bank of Libya emphasized that the intensification of these meetings is part of a national strategy aimed at anticipating the major risks that could arise from any failure in the mutual evaluation process, given the potentially severe repercussions on the economic and financial security of the Libyan state.
