Finance Law 2026 : Green Light for the Tenure of Delegated Credits Staff at the Ministry of the Interior

    Members of the Assembly of the Representatives of the People approved, during Tuesday evening’s session, the proposal of Article 75 concerning the tenure of “delegated credits” staff at the Ministry of the Interior. In total, 82 MPs voted in favor of the text, 16 voted against it and 8 abstained.

    Finance Minister Mechkat Al-Khaldi stated that, in general, the tenure of staff does not fall within the scope of the 2026 Finance Law. She explained that this matter is governed by implementing decrees, which will be drafted following the creation of a database identifying those concerned, in coordination with the services of the Prime Minister’s office and the Ministry of the Interior.

    She affirmed that the government is moving forward with its policy to definitively end precarious employment by regularizing individual situations in accordance with the general civil service statute and Article 108 of the year 1983.

    The Assembly also adopted the proposal of Article 76, under which the State will cover the cost of a 150-dinar allowance for children from low-income or vulnerable families.

    The measure was approved by 80 MPs, rejected by 4, while 11 abstained, out of a total of 95 members present for the vote.

    Lawmakers, however, rejected the proposal of Article 74, submitted by MP Sirine Merabet along with several other deputies, calling for the tenure of 36 temporary employees at the National Institute of Statistics.

    They also rejected proposal No. 79, which sought to exempt the Société d’Exploitation du Canal et des Conduites d’Eau du Nord from taxes applied to contracts concluded with the National Water Distribution Utility (SONEDE) and with the Regional Agricultural Development Commissions, prior to the distribution of drinking and irrigation water.

    On this matter, Finance Minister Mechkat Al-Khaldi stressed that the principle of tax fairness requires all public institutions and state-owned enterprises to pay the taxes due upon the signing of contracts, regardless of their financial status or whether their partners are public or private entities.
