Finance Minister Eases Tensions: “Government and Parliament, One Single Team” [Video]

    During the plenary session held on Monday, December 1, dedicated to examining MPs’ proposals within the 2026 Finance Bill, Minister of Finance Mishkat Salama Khaldi stated that many valuable proposals had been submitted by deputies.

    However, she noted that some of these proposals do not fall within the scope of a Finance Bill, making their inclusion difficult.

    Provisions are hard to apply if they do not respect the legislative framework

    The minister explained that while it would theoretically be possible to draft 300 articles, some proposals are either irrelevant to the Finance Bill or poorly formulated, which complicates their implementation:

    “When a provision falls outside the scope of the Finance Bill or is drafted improperly, applying it later becomes difficult,” she said before Parliament.

    A shared vision between government and Parliament

    Addressing the relationship between the executive and the legislature, Mishkat Salama Khaldi stressed that both institutions share the same objective:

    “We are not a government opposing the Parliament, nor a Parliament opposing the government. We are one team, and our goal is to enact a Finance Bill that is applicable,” she affirmed.

    The minister called for rigorous and legally compliant drafting to ensure the coherence and feasibility of the final text.
