The Assembly of the People’s Representatives is convening today, Wednesday 10 December 2025, for a joint and closing plenary session devoted to the draft Finance Law for 2026. Proceedings are scheduled to begin at 11 a.m. at the Parliament’s headquarters.
A joint and closing session at 11 a.m.
According to the announced agenda, this is a joint general session of a closing nature, marking the final stage of the examination process of the State budget for the 2026 financial year.
Today’s plenary session, on Wednesday 10 December 2025, will start at 11 a.m. Members of Parliament will be called upon to take a position on the draft 2026 Finance Law, after several weeks of discussions in committees and public sittings.
The agenda of this session is entirely focused on the draft Finance Law for the year 2026. No other item has been scheduled.
MPs will have to examine the version submitted to the plenary, review the main provisions and, where necessary, decide on the final wording before the vote. The text sets the framework for State revenues and expenditures for 2026, as well as the main budgetary and fiscal orientations adopted by the authorities.
A parity committee without agreement on contentious chapters
This session is being held the day after the conclusion of the work of the joint parity committee, which was tasked with reconciling positions on the contested provisions of the draft Finance Law.
This committee, which completed its work yesterday without reaching a compromise, failed to bridge the differences over the chapters deemed contentious in the text. In the absence of an agreement, it is therefore up to today’s joint plenary session to rule on these sensitive points, in accordance with the applicable procedures.
