On Tuesday, June 18, 2025, President of the Republic, Kais Saïed, received the Head of Government, Sarra Zaafrani Zenzri, at the Carthage Palace.
During the meeting, the President reviewed the progress of government action, emphasizing the need to resolutely initiate the awaited reforms. He firmly condemned any administrative inertia, reminding that “anyone who refuses to engage in this decisive phase of national history has no place in public institutions.”
He also discussed the necessity of restructuring certain institutions that are deemed obsolete or ineffective and stressed the urgency of restoring the social role of the state to correct the injustices created by past policies serving outdated privileges.
Diplomacy: Intensifying the Defense of National Interests Abroad
On the same day, the Head of State received Mohamed Ali Nafti, Minister of Foreign Affairs, Migration, and Tunisians Abroad. Kais Saïed emphasized the independence of Tunisian diplomacy and the importance of diversifying the country’s strategic partnerships.
He affirmed that the internal battle for national sovereignty must be accompanied by a proactive diplomatic offensive, urging diplomatic missions to vigorously defend Tunisia’s interests on the international stage.
Consular services were also called upon to improve their services for Tunisians in the diaspora, who often face administrative difficulties abroad.
Security and Development: Prioritizing the Fight Against Crime and Strengthening Local Development
Finally, President Saïed met with Khaled Nouri, Minister of the Interior, and Sofien Bessadok, Secretary of State for National Security. The meeting addressed several security-related issues, including logistical support for campaigns against speculation and monopoly networks, as well as the fight against all forms of crime.
The Head of State also emphasized the fundamental role of local councils, regional councils, and territorial-level councils. These new structures, according to him, must be equipped with all the necessary resources to develop decentralized development plans, which will then be presented to the Parliament and the National Council of Regions.
He criticized those who still speak about “the development model” without considering that the new institutional framework already embodies the desired transformation path, stressing the coherence of the territorial vision in which future legislation will fit.
A Cohesive Strategy for a Transforming State
Through this series of meetings, President Saïed reaffirms his vision for the re-foundation of the Tunisian state around three pillars:
- Responsible governance that tolerates neither delay nor political calculations.
- An offensive diplomacy, free from foreign influences, focused on the country’s strategic interests.
- Strengthened security, coupled with a territorialized development policy led by new local institutions.
These directions reflect the President’s determination to reinforce state sovereignty, bring government action closer to citizens, and ensure transparency of institutions, in a particularly challenging regional and economic context.
According to this roadmap, Tunisia must consolidate its internal foundations to better confront external challenges.
