The plenary session of the Assembly of the Representatives of the People (ARP) has just begun, marking the start of parliamentary proceedings on a major social and economic issue.
Plenary session now underway
Members of parliament launched the plenary session today, Tuesday, 16 December 2025, against the backdrop of an ongoing national debate on unemployment among higher education graduates and the legislative solutions proposed to address it.
The agenda of this session includes the examination of Bill No. 2023/23, which sets out exceptional provisions for the recruitment of higher education graduates who have experienced long-term unemployment.
The proposed legislation concerns their integration into the public sector and the civil service through specific mechanisms intended to respond to a situation considered urgent by several social stakeholders.
A closely watched debate on a sensitive issue
The review of this bill comes as long-term unemployment remains one of Tunisia’s most pressing socio-economic challenges. Parliamentary discussions are expected to focus on the implementation modalities of these exceptional measures, their impact on public finances, and their compatibility with principles of fairness and transparency.
The outcome of this session is being closely followed by unemployed graduates, national organizations, and public opinion, amid expectations of decisions that could have a lasting influence on employment policy in the public sector.
