Private pharmacists reaffirm commitment to third-party payment system under strict guarantees

The Tunisian Union of Private Pharmacy Owners has reiterated its willingness to resume participation in the third-party payment system, provided that concrete legal and financial guarantees are put in place to safeguard citizens’ access to medication, protect pharmacists’ professional dignity, and prevent further strain on the healthcare system.

In an explanatory statement issued on Monday, December 15, 2025, the union noted that one week after suspending the third-party payment system on December 8, and following months of official correspondence and appeals to the authorities, no concrete action has been taken. The union described this situation as a worrying sign of indifference toward an issue that directly affects the country’s pharmaceutical security.

Given the absence of a clear legal framework governing the system, the continued delays in reimbursements, and the lack of guarantees or a defined repayment schedule, the union’s national bureau decided to maintain the suspension of the third-party payment mechanism. Full responsibility was placed on public authorities, particularly the Head of Government, the Ministry of Social Affairs, and the Ministry of Health, which had been formally and repeatedly notified, according to the statement.
