According to the Quebec daily Le Devoir, the provincial government plans to open a new pathway for foreign workers and students already residing in Quebec, starting July 1, 2025. This move will also lift the moratorium that had been in place since October 2024 on the Regular Skilled Worker Program (Programme de sélection des travailleurs qualifiés, or PSTQ).
“Invitations to submit an application for permanent selection under the Regular Skilled Worker Program (PSTQ) will gradually begin in July 2025,” reads an update on the official website of the Government of Quebec.
The government further specifies that these invitations will primarily target individuals already living in Quebec. Priority will be given to those with work experience or who have pursued studies in regions outside major urban centers. Applicants must speak French and be employed in occupations that address the province’s labor shortages. The program will also consider individuals with exceptional talent.
The same source indicates that Quebec will resume issuing applications for Quebec Selection Certificates (Certificats de sélection du Québec, or CSQ) — the mandatory document required to apply for permanent residency. These certificates, processed through the PSTQ, are considered the main entry point for economic immigration to Quebec.
It is worth noting that, as of June 5, 2025, intake of applications under the “Temporary Foreign Workers” stream of the Quebec Experience Program (PEQ) has been suspended. The suspension of application intake for the “Quebec Graduates” stream, which has been in effect since October 31, 2024, has also been extended. Both suspensions will remain in force until November 30, 2025.
