The Parliament’s committee on education, vocational training, scientific research, youth and sports is holding, this Wednesday, 18 February 2026, a hearing session dedicated to several draft laws. The meeting, scheduled to take place in Room No. 3, aims to hear from representatives of the MPs who initiated the proposals, according to a set timetable.
From 10:00 to 11:00: Integrating substitute teachers
The session begins from 10:00 a.m. to 11:00 a.m. with the review of Draft Law No. 103/2025, which concerns the integration of:
substitute primary school teachers who have been actively teaching before 14 September 2006; and
substitute secondary school teachers who have been actively teaching before 14 September 2008.
From 11:00 to 12:00: Amending the legal framework for higher education
Proceedings continue from 11:00 a.m. to 12:00 p.m. with Draft Law No. 08/2026, relating to the amendment of Law No. 19 of 2008 on higher education.
From 12:00 to 13:00: School mental health and governance of school time
The final segment, scheduled from 12:00 p.m. to 1:00 p.m., focuses on two proposals:
Draft Law No. 91/2025 on the right to mental health in schools; and
Draft Law No. 97/2025 on organising work under the single-session system and the governance of school time.
On this occasion, the committee is also expected to consider the possibility of merging these two proposals into a single text under the title: amending and revising the 2002 framework law.

This series of hearings highlights the growing attention given to education-related issues in parliamentary work, spanning employment status matters, higher education reform, student well-being, and the organisation of school time.
