Tunisia: Ministry of Finance Pledges Flexibility in Electronic Invoicing to Safeguard Economic Activity

    he Ministry of Finance announced, in a statement released today, that Article 53 of Law No. 17 of 2025, dated 12 December 2025 and relating to the Finance Law for the year 2026, provides for the application of the electronic invoicing regime to transactions starting from 1 January 2026.

    The ministry specified that, in order to avoid difficulties that could arise from the implementation of this article—particularly with regard to access to electronic platforms for many small and medium-sized enterprises, as well as for several other activities—it will adopt a flexible approach in applying the provision.

    “This approach aims to prevent any disruption or confusion and to avoid negative repercussions that could affect the overall economic situation,” the Ministry of Finance said in its statement.

    It is worth recalling that President of the Republic Kaïs Saïed stressed, during a meeting held yesterday, 12 January 2026, at the Carthage Palace with Mechkat Slama Khaldi, Minister of Finance, that the lack of electronic platforms—especially for many small and medium-sized enterprises and several other activities—necessitates a flexible approach in order to avoid disruptions and malfunctions, as well as their potential negative impact on the general economic situation.

    The establishment of these platforms, the Head of State emphasized, constitutes an essential prerequisite for the effective entry into force of this measure.
