MP Najib Akrimi, rapporteur of the Education Committee at the Assembly of the Representatives of the People (ARP), said in a statement to Tunisie Numérique that Draft Law No. 103/2025 concerns the integration of substitute primary school teachers who effectively taught before 14 September 2006, as well as substitute secondary school teachers who effectively taught before 14 September 2008.
Hearing scheduled for this Wednesday
According to Najib Akrimi, the Education Committee will hold a hearing this Wednesday with the initiating party behind the proposal. He noted that the draft was submitted before President Kaïs Saïed’s decision on the overall regularisation of the status of substitute teachers.
“They were not included in the database”
The MP explained that the category concerned has been contacting several lawmakers since 2024, asking to be included in the database used for the regularisation process. “Despite our communication with the Ministry of Education, they were not included in the database that served to regularise the situation of substitute teachers,” he said.
Najib Akrimi added that those concerned were therefore “deprived of their right” to regularisation, prompting several MPs to put forward this draft law in order to address their situation within a clear legal framework.
Fewer than 100 people concerned and specific proof requirements
Still according to the rapporteur, the total number of people concerned would not exceed 100. Under the draft law, the regularisation would be based on documents proving work as a substitute teacher, notably:
the service record list issued by the regional education delegations,to confirm teaching at the primary, middle and secondary levels, he specified.
