Tunisia – Tebourba to Reopen Its Municipal Pool After 15 Years of Closure

After more than 15 years of closure, Tebourba’s municipal swimming pool is set to come back to life.

Rehabilitation works on this emblematic facility in the Manouba governorate will officially begin at the end of June 2025, according to Mondher Semmaili, regional coordinator for integrated development projects at the General Commission for Regional Development (CGDR).

A project revived after two failed tenders

Initially estimated at 1.8 million dinars, the project’s cost has nearly doubled to reach 4.1 million dinars due to delays and budget revisions.

Following two unsuccessful calls for tenders, the contract was relaunched through direct negotiation, in accordance with Article 49 of Decree No. 1039 of 2014 regulating public procurement.

The regional oversight commission approved the awarding of the contract at the end of May, after securing an additional 2.2 million dinars in funding.

    A strategic facility for Tebourba

Inaugurated in 1989 and closed since 2010, Tebourba’s municipal pool is the region’s only dedicated space for sports, recreation, and leisure.

The facility includes two pools (for adults and children), a recreational area, and a 1,200-seat performance hall.

Its reopening is therefore seen as a significant social and economic asset for local residents.

The active involvement of local authorities—particularly the Manouba governorate, Tebourba’s municipal council, and regional technical services—was instrumental in reviving the project.

The administrative and financial hurdles that had stalled progress for more than a decade have now been overcome.

    Strong local anticipation

This rehabilitation project is not merely a matter of concrete and budgets—it symbolizes the return of a long-dormant local momentum.

The people of Tebourba are eagerly awaiting the reopening of this space, which is expected to reinvigorate sports, educational, and cultural activities, especially for the youth.

Through this initiative, the Manouba region reaffirms its commitment to integrated development projects aligned with priorities set by the Ministry of Economy and Planning.

The renovated pool may also host sporting events and boost local commerce, contributing to the revitalization of the urban fabric.

The facility is expected to reopen in the coming months, provided construction timelines are met.

It marks a tangible step forward for Tebourba as it gradually regains control of its local development.
