Winter in Ukraine is no longer merely a harsh seasonal challenge. According to the United Nations, it has evolved into a strategic tool of warfare, significantly increasing civilian vulnerability. As temperatures drop below freezing, Russian attacks have intensified, directly targeting critical infrastructure essential for daily survival, including electricity, heating, and water supply systems.
Addressing the United Nations Security Council, Rosemary DiCarlo, UN Under-Secretary-General for Political and Peacebuilding Affairs, warned of a worrying escalation. She stated that Russia has stepped up systematic attacks on Ukraine’s energy infrastructure, placing the lives of millions of civilians at risk during the peak of winter.
