Tunisia-Issam Chouchane presents Finance Committee’s expectations about revising exchange rate law

In his statement to Tunisie Numérique today, Issam Chouchane, the head of the Parliament’s Finance Committee, reiterated the significance of the revisions anticipated to be incorporated into the draft law amending the exchange code. This draft law is slated to be submitted to Parliament by the government in the coming days, as announced by the Minister of Finance. 

 

Chouchane emphasised that one of the primary objectives is to overhaul different laws that support investment in Tunisia, including the Exchange Code Law, which has remained unchanged since 1976. He explained that the continued discussions center on the final version of the revised exchange code, which has been forwarded to the President of the Republic. The next steps involve presenting it to the House of People’s Representatives, with a specific focus on review by the Finance Committee. 

 
 The Chairman of the Finance Committee revealed that it is expected that the revisions will include principal points that serve the interest of the nation and citizens inside and outside the country, including residency conditions, which are set in the current exchange code for two years, and this condition is not in line with the current time and with the aspirations of… The Tunisian people; underscoring that according to the data available to them, the residency requirements will be within the limits of 136 days, that is, 6 consecutive or non-consecutive months. The speaker stressed that among the revisions that it is hoped will be included in the exchange magazine is regulating the conditions linked to the founders of small emerging enterprises, “Startup”, which have become widely present in Tunisia and carry out transactions with developed countries and even with third world countries. Consequently, the current exchange code represented a significant obstacle for them, and it is essential to improve the status of these companies and enact a law that is in line with technological development and makes them a contributing party in bringing hard currency to the country,. As for the third point, Chouchane stated that it must be at the level of amending the conditions for obtaining a bank account in hard currency, and this must take into account citizens abroad as well as Tunisians inside the homeland.
