Tunisia – State administrations and structures called upon to facilitate isie work

The Tunisian Government has issued a circular to all public services and establishments, underscoring the necessity to support the Independent Superior Authority for Elections (ISIE) in organizing the upcoming presidential elections. The circular furthermore urges public administration to review its interactions with constitutional bodies if challenges arise in implementing these provisions.

Issued on September 13 and published Wednesday by ISIE, the circular underlines the significance of providing the electoral authority with the required data to control and update the voter lists within the prescribed deadlines. It also requires making available all relevant databases, information, and statistics related to electoral processes.

Furthermore, the circular calls for allocating material and human resources required by ISIE and for expediting authorization procedures so that public officials appointed to polling stations can undergo training. It highlights the need to prepare and oversee polling centers and stations while responding to any requests directly related to guaranteeing the presidential elections are conducted under optimal conditions.

The circular from the Presidency of the Government also refers to the electoral law, which, in Chapter 4, mandates that public and regional structures—especially the Central Bank of Tunisia and the Ministry of Finance—provide ISIE with all the resources, data, and capacities it needs. This includes databases and relevant information for elections and referendums, helping the authority fulfill its duties.

The circular explains that banking and professional secrecy cannot be employed to withhold information from ISIE or the Court of Auditors during their work. It also instructs public administrations to cooperate fully with ISIE during elections and referendums.

In cases where a public administration is unable to meet ISIE’s requests due to limited capacity or other reasons, it must inform ISIE promptly and provide proper justification.**
