Parliament unanimously approved on Wednesday (108 MPs present) a draft governmental decree n°31 of 2020, dated June 10, 2020, on the electronic exchange of data between the structures and their operators, as well as between the structures themselves.
The bill which was approved without any opposition or abstentions intends to lay the foundations for e-administration, one of the axes of the national strategy Digital Tunisia 2020.
It involves specific regulations on the circumstances and requirements dictating the electronic exchange of data between public structures and their operators as well as between the structures themselves. It further grants for the approval of the application of electronic messaging between the structures when carrying out their missions.
The bill likewise includes provisions on the exemption of the citizen from providing documents from the administration to the administration, and the establishment of the recommended electronic messaging service and the reliable electronic storage service for its own account or for the account of others, in compliance with the specifications related to the exercise of the activity of the electronic authentication service provider.
It also sets out the functions of the interconnection operator and its relations with the various stakeholders
