At least ten people have been killed including a two-year-old boy who drowned in a basement apartment after the tail-end of Hurricane Ida slammed into the Northeast, flooding New York City and tearing up parts of New Jersey and Pennsylvania with tornadoes.
Eight people were killed in New York City as waters rushed into basement apartments, uprooted cars and sent them slamming into buildings in Brooklyn and Queens.
