Tunisia-Kais Saied [Video]: “Tunisia is a poor state in a rich country”

The President of the Republic, Kais Saied oversaw today, Wednesday, December 22, 2021, a close ministerial meeting with prime minister Ms Najla Bouden, the Minister of Finance, Ms Sihem Nemsia and the Minister of ‘Economy and Planning, Mr Samir Saied.

This meeting was dedicated to the examination of the draft budget and the finance and economic finance law for the year 2022.

“Tunisia is a poor state in a rich nation,” he said of the current economic situation, implying the financial corruption that has been rampant for years with full impunity.

According to the press release from the President of the Republic, published this evening on his page, Saied declined what circulated in some social media regarding the finance bill for 2022, highlighting that this document was prepared as part of the willingness of the State to send positive messages to the different economic actors in Tunisia, as well as to Tunisia’s partners and donors abroad.

Adding that this document was created as part of the search for stabilization of public financial balances in 2022 to initiate a recovery in the medium term.

According to the same source, the reform program included in the 2022 finance bill will allow:

  • Global and sustainable economic growth
  • Enhancing the business environment and will restore confidence with Tunisia’s partners so that our country remains an appealing destination for investments, in addition to preserving the social role of the State
  • Establishing a fair collection that does not burden institutions and individuals, and improve public sector governance, and strengthen measures to counter the repercussions of the health crisis.

The finance bill for the year 2022 has concentrated on a number of social and economic measures that take into account the needs of different groups and sectors.

This project includes several social measures, the most significant of which are:
  • The expansion in the allowance for needy families
  • The granting of a monthly allowance for the profit of children from low-income and medium-income families under the age of 6 Preservation of aid and social transfers
  • The continuation of the granting of the university integration grant to each admitted bachelor, member of a low/middle-income family.
  • Lowering the tax burden on kindergartens involved in the early childhood development program for children from needy and low-income families.
The finance bill for the year 2022 even seeks to strengthen the maintenance operations of educational establishments, to improve the circumstances of school accommodation in the dormitories for the interior regions, to stimulate the work of social housing program animation committees, to form a line of funding allocated to social and solidarity economy institutions, and the creation of a special treasury account committed to the diversification of sources of funding, to be monitored the selling prices of agricultural products and fodder, as well as maintaining the selling prices of subsidized products planned for the citizen. The 2022 finance bill also provides for economic measures to:
  •  support economic institutions
  • Stimulate private initiative Create jobs, mobilize savings to stimulate investment and improve the business climate.
  • Encourage the social and solidarity economy.
  • Battle against tax evasion and smuggling
  • Integrate the informal economy
  • Popularize digitization, including the creation of a private partnership fund.
  • Support the institutions’ own funds and facilitate their access to financing.
  • Disburse the surplus of loans granted to small and medium-sized enterprises.
  • Speed up the creation of remote businesses.
  • Double the allocations given to encourage individual projects by young people.

In its economic section, the 2022 finance law contains several measures sought at promoting the green economy, sustainable development and energy transformation, encouraging the usage of alternative energies, preserving the environment, and financing monitoring, sorting and recovery of waste.

Likewise, the 2022 bill provides for measures to deal with the repercussions of the health crisis, in particular the creation of a financing line for small and medium-sized businesses impacted by the Coronavirus pandemic, support for tourist institutions and industries. traditional, and assistance to workers in the tourism sector, traditional industries and tourist guides.
