The draft constitution issued in the JORT Thursday, June 30, 2022, established a National Regional and District Council. In the third chapter relating to the legislative “function”, articles 81 to 86 describe the scope of action of this council. This section lays the foundations for the grassroots governance system.
The President of the Republic clarifies in his letter intended for the Tunisian people, the interest of these councils, indeed, they ensure the participation of all the parties in the decision-making. Those who have been marginalized will take care to put in place laws that will permit them to get out of this circle of marginalization. “The initial function of the state is to complete integration,” he said. “We must thus put in place legislation established by the majority under the constant supervision of the people,” he concludes.
