Constitutional law professor Rafaa Ben Achour announced Wednesday that the President of the Republic has no constitutional right to decline to accept new ministers for the sermon oath.
He added that the role of the President of the Republic is restricted to witnessing the delivery of the sermon, and has no power of approval or disapproval.
Ben Achour added that by declining to deliver sermons to new members of the government, the President of the Republic is severely breaking the constitution.
